تصاعد الوابل المستمر من التحليلات الداعية إلى ابتعاد الولايات المتحدة الأمريكية عن استراتيجيتها الكبرى الحالية المتمثلة في الانخراط العميق في الشؤون العالمية. وازدادت نبرة تلك الدعاوى حدة؛ جراء حرب العراق عام 2003، وبلغ الأمر مداه بعد الأزمة الاقتصادية وأزمة الميزانية عام 2008. فبعد 65 عاماً من اعتماد واشنطن على استراتيجية كبرى للتدخل، نتساءل: هل حان الوقت أخيراً لانتهاج سياسة "الانكفاء" إلى الداخل؟ وللرد على هذا السؤال الذي أصبح يمثِّل جدلاً مُلحاً، وقضية حرجة في الأوساط السياسية الأمريكية، يجيب معظم الباحثين بـ «نعم»؛ نظراً إلى ما يعتبرونه التكلفة الاقتصادية الباهظة في ظل أزمة ميزانية خانقة، ووجود قوات عسكرية منهكة، وحلفاء عنيدين، وجمهور تلاشت رغبته في الانخراط بصورة عميقة في شؤون العالم. تحاول هذه الدراسة تقويم قضية "الانكفاء" ذاتها؛ لتؤكد أن دعاة الانكفاء يبالغون بشدة في تكاليف الاستراتيجية الكبرى الحالية، ويقللون من فوائدها. وتعرض الدراسة أسباباً قوية تفسـر لماذا يجسد الانكفاء مخاطر وتكاليف أكبر بكثير من الفوائد المجنية منه. وتحاول الدراسة الإجابة على سؤال محوري؛ هو: كيف سيعمل العالم من دون قوة ليبرالية تنخرط في شؤونه وتقوده؟ يؤكد الباحثون أنه ليس بإمكان لجنة علمية في العلاقات الدولية أن تقدم إجابة محددة على هذا السؤال، ولكن يمكن أن نقول: إن آراء خبراء السياسة الدولية تشير إلى أن الحفاظ على الالتزامات الأساسية لاستراتيجية التدخل الكبرى الحالية لواشنطن، نهج معقول تماماً للحفاظ على المصالح الأمريكية القومية الضيقة في مجالات الأمن، والرخاء، والحرية الداخلية. وتستنتج الدراسة في نهاية المطاف، أن الخيار الأساسـي القاضـي باستمرار الاستراتيجية الكبرى الداعية إلى المشاركة والانخراط بعمق، هو ما تُرجِّح الدراسات والبحوث في العلاقات الدولية، أن تفعله قوة عقلانية نفعية ريادية في مركز الولايات المتحدة.
