تتناول هذه الدراسة طبيعة النزاع المستمر في الجزائر، حيث يستعرض الكاتب المرتكزات الرئيسة للموقف الرسمي الفرنسي من هذا النزاع، معلناً رفضه لهذا الموقف، ويرى أن التحليل الدقيق للعوامل التي يرتكز عليها هذا الموقف، وللمحاولات التي جرت مؤخراً باتجاه حل النزاع، يظهر أن الوصول إلى حل أمثل من الداخل ليس بعيد المنال. ولكن يقتضي ذلك من الجيش أن يعيد النظر في موقفه كحارس مؤتمن على السيادة الشعبية، إذ لم يعد قادراً على الاستمرار في التمسك بزمام السلطة، كما يتطلب من فرنسا أن تكف عن عرقلتها المستترة لمثل هذه المبادرات، ومنها برنامج روما لعام 1995.
