في ذروة "الحرب الأهلية العراقية" عامي 2006 و2007، تحول صناع القرار والمحللون، في مواجهة العنف المكثف ضد المدنيين، وفقدان الثقة وسط السنة والشيعة والجماعات الكردية، والاحتمالات الكئيبة التي تلف بناء الدولة، إلى أفكار عن تقسيم البلاد. إن حالات التقسيم التي يكون دافعها الحرب، والحروب التي يكون دافعها التقسيم، مازالت سمات بارزة في الأمن الدولي. ويحمل التقسيم حلاً بسيطاً للحرب، ولكن، هل ينجح بالفعل؟ من وجهة نظر سياسية، فإن الإجابة على هذا السؤال أمر حرج؛ لأن بناء السلام بعد الحرب يعد صعباً، وكثيراً ما يخفق. ومن الصعب إنهاء الحروب الأهلية، وهي عندما تنتهي بالفعل، فإنها كثيراً ما تبدأ ثانية، بعد سنوات قليلة. لقد قاد الاضطراب المصاحب اقتسام السلطة، بعد سنوات كثيرة من الحروب الأهلية، الباحثين إلى اقتراح تقسيم الأراضي، مع الاعتراف الرسمي بالسيادة، أو من دونه؛ (بمعنى: التقسيم الشرعي، أو تقسيم الأمر الواقع)؛ بوصفه حلاً مستقراً للحروب الأهلية الانفصالية، أو الإثنية، وطريقة واضحة جداً لإيجاد السلام الذي يفرض ذاتياً. ولمناقشة قضية تقسيم الدولة من عدمها؛ بوصفها حلاً للحرب الأهلية، تقوم الدراسة بجرد معظم الحجج البارزة المناصرة، وتلك المعارضة للتقسيم، وتحدد مصدر الاختلافات في الدراسات التجريبية، وتبين هشاشة النتائج التجريبية المناصرة للتقسيم. وتحاول الإجابة على التساؤلات الآتية: ما الشروط المسبقة لنجاح التقسيم؟ وما المقياس الصحيح له؟ وكيف يمكن المجتمع الدولي أن يعرف متى يدعمه؟ ومتى يعارضه؟ هذه هي الأسئلة التي يجب أن تمثل القوة الدافعة إلى المناقشة المستمرة، حول آثار التقسيم بعد الحرب.
