كان للحرب على الإرهاب آثار شديدة على العلاقات الأمريكية-العربية. بعضها إيجابي، وكثير منها سلبي ولاسيما على المدى القصير. فقد دخلت الولايات المتحدة عنوة إلى أماكن لم تُدْعَ إليها؛ وسعت إلى مستويات مختلفة من التعاون الأمني، وطالبت في بعض الحالات بتجاوز العلاقات الثنائية التقليدية. والسؤال الذي يطرح نفسه: هل تتسم هذه الارتباطات بالجرأة والشجاعة أم بالتهور والإمبريالية كما يعرفها النقاد في أمريكا وخارجها؟ لقد أسدل الستار على المرحلة الأولية للحرب على الإرهاب. وباتت خطوط القتال أكثر وضوحًا، وأحرزت أمريكا بعض النجاح المبكر بيد أن إحراز تقدم في معركة كسب العقول أقل تأكيدًا، فالعديد من البلدان العربية، التي انخرطت في هذه المعركة، لديها أيضًا أسباب لوقفة مع الذات. والمؤكد أن الحرب على الإرهاب أرغمت العالم العربي على النظر إلى الذات بصورة أكثر نقدية، وعلى دراسة بعض القضايا الصعبة. والمطلوب من جميع الأطراف المشاركة في الحرب على الإرهاب أن تقف مع ذاتها لتوازن الأمور، وتحدّد إلى أي مدى يمكن لجهود كلٍّ منها أن تكون مساعدة لجهود الآخرين أو مسيئة إليها؟
