عندما تمتلك أمة إرادتها فإنها تعلن هذه الإرادة في شكل تكتل اقتصادي مندمج، تكتل قائم على الاتحاد والوحدة، وهي وحدة اندماجية هدف وطريق وحيد لتقدم هذه الأمة. هذه الإرادة، هي ما تملكه أوروبا بالفعل، ليس كدولة، ولكن أمة ذات قدرة، وهي أمة تمتلك من الخصوصية ما يجعلها تجتاز موانع وعقبات آن أوان تجاوزها. فقد عانت الأمة الأوربية كثيرًا من ويلات الانقسام، وعانت أكثر من ويلات فرض الوحدة بالقوة العسكرية، ودفعت شعوبها ثمنًا غاليًا من دماء أبنائها نتيجة حروب طاحنة راح ضحيتها في الحرب العالمية الثانية وحدها ما يقرب من 40 مليون بالإضافة إلى خسارة بمليارات الدولارات. لقد كانت السوق الأوروبية المشتركة أولى خطوات بمليارات الدولارات. لقد كانت السوق الأوروبية المشتركة أولى خطوات الوحدة الاقتصادية الأوروبية التي أدت بدورها إلى ظهور الحاجة إلى وجود عملة أوروبية وحيدة .. فكان ذلك الطريق إلى .. "اليورو". لقد ذُكر مصطلح "اليورو" لأول مرة في معاهدة ماسترخت كوحدة حسابية أوربية، حيث حل اليورو محل "الأكو" وحدة النقد الأوروبية على أساس كل وحدة منها تعادل الأخرى كبداية للمراحل الثلاثة التي تم بناء عليها إصدار "اليورو" اعتبارًا من 1 يناير 1999 – وينتهي بتداول "اليورو" رسميًا اعتبارًا من 1 يناير 2002. لقد قدر بعض المتخصصين أن "اليورو" سوف يمر بفترة حضانة تصل إلى خمس سنوات، وهي فترة تعميق الشأن الأوروبي في جانبه النقدي، وهي فترة ستكون فيها أوروبا مشغولة بذاتها داخليا، وهي فترة ستتجه فيها السياسة النقدية الأوربية إلى التمويل الرخيص، وإلى تخفيض أسعار صرف "اليورو"، وكذلك قائدته، لزيادة الإقبال على الاستيراد من أوروبا، وإلى زيادة جذب الاستثمارات من الخارج إلى داخل أوروبا. إن ذلك كله يتعين أن يكون موضع اهتمام ضخم من جانب أمتنا العربية، شركات ومؤسسات وحكومات وأصحاب القرار، وذلك لمعرفة الآتي: توصيف ومعرفة التهديدات والتحديات التي سوف يفرضها "اليورو" – المناهج البديلة للاقتراب من اليورو والتعامل به – النتائج المترتبة على استخدام الشركات والمنظمات والبنوك لـ "اليورو". إن هذه الجوانب جميعًا ما سنحاول الإجابة عليها في هذا المرجع العملي والعلمي الذي قمنا بإعداده ليكون أداة تنوير أمام متخذ القرار في كل موقع وواضعين في اعتبارنا مصالح أمتنا وشركاتنا – واختتمنا هذا المرجع بتصور شامل ومتكامل لإيجاد عملة عربية وحيدة على غرار ...
