يتناول حموه يرابي أول من سَنَّ قانوناً وضعياً في تاريخ البشرية بالعراق. وينكر على المستبد أن يعرف شيئاً عن الميزان. يخصص هذا الجزء للأحرف (ث، ج، ح، خ) وتلاقيها على القول: ثبت جلياً حجم خراب دارٍ ذُمَّ المصلح فيها. ويقرر أن تكون لحواس العدل بصيرة أعمق لانقشاع الضباب. لأن الدار إن ساد بها الظلم فلأن مترفيها تجاهلوا الأمر بالعدل بينهم وفسقوا في شأنهم. يختار المؤلف كلمات تبتدئ بالأحرف (ث، ج، ح، خ) بالترتيب الهجائي لها، ثم يشرح معاني الكلمات، ويأتي بالشعر على نظام الحداثة ليعبر به عما يجيش في نفسه من خواطر تلمع في ذاكرته فيما يأتلف مع بدايات حروف الكلمات التي يختارها. د. أحمد راتب حموش
