على الرغم من أن التمويل يمثل عنصراً أساسياً ومحورياً لتحقيق الأهداف والغايات الآنية والمستقبلية للجمعيات الأهلية والمؤسسات المدنية، حيث إنه بلا مصادر مالية للإنفاق على أغراضها لا تستطيع أن تعمل، وعلى الرغم من تعدد التحديات التي تفرض نفسها على البرامج والمشروعات التربوية التي تقدمها هذه الجمعيات والمؤسسات، وعلى الرغم من المحاولات المتنوعة التي تبذل من قبل المسؤولين لتوفير التمويل الازم لتلك البرامج والمشروعات التربوية، إلا أن تمويل هذه البرامج والمشروعات يعاني من مشكلات متعددة تتمثل في نقص وتدني الاعتمادات المالية.
فأقبلت هذه الجمعيات والمؤسسات على التمويل الأجنبي لتصميم وتنفيذ برامجها ومشروعاتها التربوية التي تشمل آلاف الطلاب في جميع المراحل الدراسية، حيث لا توجد محافظة إلا ولها مدارس تشملها تلك البرامج التربوية، ويثير التمويل الأجنبي للبرامج والمشروعات التربوية بذلك مجموعة قضايا حول الأهداف التربوية لهذا التمويل، وإمكانية الحصول على التمويل من جهة والمحافظة على استقلالية المنظمة من جهة أخرى، حيث تبقى العلاقة محكومة بشروط المنظمات المانحة، وهناك قضايا عملية عديدة يثيرها هذا التمويل، مثل: كيفية الحصول على المال، وكيفية المحافظة عليه وتنميته، الآثار السلبية والإيجابية الناتجة عن هذا التمويل، البدائل المطروحة لتمويل البرامج والمشروعات التربوية، وهذا هو ما يناقشه الكتاب في فصوله الخمسة التالية:-
