يرى المؤلِّف أن العلاقة بين "الإخوان المسلمين" ونظام الحكم في مصر، منذ أيام الملك فاروق وحتى اليوم تتأرجح بين الهدوء النسبي والعنف والتصادم الحاد. وإذ يركّز على مرحلة هذا الصراع في عهد الرئيس مبارك، يشير إلى أن التسعينيات شكّلت مرحلة فارقة في علاقة النظام المصري بجماعة الإخوان المسلمين منذ العام 1982. معتبراً أن السبب الجوهري في تفسير هذا التحول والصراع بين الإخوان المسلمين والنظام المصري هو سعي كلّ منهما إلى تكريس شرعيته بكافة أشكالها: السياسية, القانونية والمجتمعية. ثم يتناول المؤلف أبعاد التطورات الجديدة في علاقة هذا الصراع في القرن الواحد والعشرين من خلال دراسة التغيرات في مصر والعالم، والتغيرات داخل النظام، وداخل جماعة الإخوان، وأثر كل ذلك في مستقبل علاقة الدولة والمجتمع في مصر. إنه "عمل يتسم بالعمق والتبصّر، ويقدم مساهمة للمعرفة من خلال تقديم معلومات مثيرة وجديدة عن الإخوان المسلمين على وجه الخصوص، وتوضيح خيارات الحركة الإسلامية بصفة عامة" (جيمس بيسكاتوري – مركز الدراسات الإسلامية، جامعة أكسفورد).
