عندما أقبلت الأقطار العربية تباعاً بمهام التنمية الاقتصادية كانت في مقدمة مطامحها المنشودة تحقيق ارتفاع متواصل في متسوى الحياة الاقتصادية والاجتماعية، ثم الخلاص من قيود التبعية الاقتصادية للقوى الأجنبية، تدعيماً للاقتصاد الوطني وتعزيزاً للتحرر القومي والاستقلال السياسي. ولقد شرعت معظم الأقطار العربية باستخدام أسلوب التخطيط كوسيلة ناجعة لتنظيم عمليات التنمية وترشيدها، وفي هذا الكتاب دراسة تبتغي التحري عن طبيعة المرامي والاتجاهات الإنمائية التي انطوت عليها خطط التنمية العربية الماضية والجارية. والغاية من ذلك فحص وتشخيص المرامي الإنمائية المواتية لقيام حالة تكامل اقتصادي "مرتقب" فيما بين الاقتصادات القطرية العربية، من جهة، واكتشاف الاتجاهات المنافية للتكامل في خطط التنمية المذكورة، من جهة أخرى. هذا التحري المنشود سيكشف عن أسباب انحراف المسارات الاتجاهية في التنميات القطرية عن المطمح المشروع في التوحيد الاقتصادي العربي، تمهيداً لاستخلاص ما يمكن استنتاجه لصالح التكامل والوحدة الاقتصادية العربية
