مع بداية عام 2005 سجل العرب أول نجاح لهم في مجال تحرير التجارة بعد مضي 52 عاماً منذ أول خطوة فيه، وبعد مضي 40 عاماً منذ التوجه نحو إقامة منطقة تجارة حرة كخطوة أولى لبناء سوق عربية مشتركة. وهكذا تم تنفيذ ما قررته قمة 1996 من إنشاء «منطقة التجارة الحرة العربية الكبرى» غافتا (GAFTA) خلال عشر سنوات، جرى اختصارها إلى سبع. وجاءت صفة «الكبرى» لتمييزها عن تلك التي أنجزها مجلس الوحدة الاقتصادية العربية في عام 1970. وعلى الرغم من ذلك فإن المنطقة ـ فضلاً عن إقامتها ـ تظل قاصرة عن شمول جميع الدول العربية، كما أنها على الرغم من وصولها إلى إزالة الرسوم الجمركية على التبادل التجاري البيني لسلع من منشأ عربي، لا تزال تعاني العوائق غير الجمركية، وهي عادة الأهم في تأثيرها في العلاقات التجارية. وعلى أية حال فإن صغر وزن تجارة الدول التي لم تنضم بعد إلى المنطقة يجعل الإنجاز مغطياً معظم التجارة البينية العربية. وعلى الرغم من المثابرة على تطوير آليات عمل المنطقة وحل ما اعترض تطبيق قواعد البروتوكول المُنشئ لها، من صعوبات، فقد بدأت مطالبات تتصاعد بتطوير عملها، حيث اتضح أن التحرير لم يحقق القفزة المرتقبة في التجارة البينية، وبالتالي، ظل تأثيرها في التنمية العربية، وهي المقصد الأساسي لجهود العمل العربي المشترك، غير ملموس. من أجل هذا كانت الحاجة إلى هذا الكتاب الذي يقوم بتحليل محددات تطوّر التجارة العربية ومغزى حاجة المنطقة الكبرى لها.
