يتوخى هذا الكتاب أن يفسر كيف نمت وتطورت مؤسسات معينة أتاحت للدول الأوروبية أن تصبح أدوات قوية لتنظيم وقيادة الناس كما هي في الوقت الحاضر . إن وصف ظاهرة ليس علامة على الموافقة عليها . ولست أعتقد إطلاقا بأن غاية الإنسان هي إنشاء دول ، ولا أن جميع الوسائل التي تتيح حفظ الدولة وتعزيزها هي مرغوبة . ما أعتقده هو أن الدولة قد نجحت في دفع جماهير بشرية كبيرة إلى التعاون بصورة فعالة ، وأن الدولة قادرة على تجسيد المثل العليا للبشر ومطامحهم ورغباتهم مثل أي شكل آخر للتنظيم الاجتماعي . إن التعاون في متابعة أهداف مشتركة قد جعل أغلب الإنجازات الإنسانية ممكنة ، وتقدم الدول وسيلة لتأمين هذا التعاون ، الذي ليس بالتأكيد وحيدأ ، لكنه حالياً الشكل الأغلب . إذن ليست محاولة تحديد ما هي الدولة ، وبأية كيفية أصبحت ما هي عليه في الوقت الحاضر دون جدوى أو بلا طائل .
