كتب هذا الكتاب بسبب الاهتمام الشديد - وحتى الاعجاب- بحركة حقوق الإنسان المعاصرة، التي كانت نزعة اليوتوبيا الجماهيرية الأكثر إلهاماً لدى الغرب في العقود المعاصرة، وهي بالتأكيد منطلق المثاليين في هذه الأيام. لكن من اجل أولئك الذين يشعرون بقوة مطالبهم خاصة، يجب اعتبار حقوق الإنسان قضية إنسانية وليست مسألة حتمية قديمة ومسلمة أخلاقية يفرضها الحس العام. إن الفائدة في فهم كيفية ولادة حقوق الإنسان في غمرة أزمة نزعة اليوتوبيا لا تقتصر على توضيح أصولها التاريخية فحسب؛ بل تفيد أيضاً في اظهار حالتها الحالية بصورة أكثر شمولية من الطرائف الأخرى. إن ظهورها في الفترة التي تلاشت فيها اليوتوبيات الأخرى السابقة الأكثر شهرة : كان له ثمن عالً جداً".
