كان جون ستيورات مل أحد شخصيات القرن التاسع العظيمة، سياسياً ومثقفاُ عاماً، ونشطاً ذا اسهامات مستديمة في الفلسلفة الأخلاقية والاجتماعية والسياسية، فضلاً عن الحياة السياسية، وتؤم فلسفة مل تنويعة ثرية ومركبة ومثيرة من النفعية والليبرالية، ذات صيغة معقدة بشكل لافت. وقد تأثرت إلى حد بعيد كما ارتبطت بشكل معمق بعلم أخلاق الفضيلة. ومن بين غايات فصول الجزء الأول من هذا الكتاب إبراز وإبداء الاعتبار الواجب لعناصر علم أخلاق الفضيلة والسياسية في أعمال مل. وفق نظريته، تظل الأسس نفعية؛ لأن تطوير وممارسة الفضائل يسنح أفضل فرص تعزيز السعادة للجميع. غير أن تحديد ملامح السعادة البشرية يتشابك بشكل أساسي مع الفضيلة. وقد لاحظ روجر كرسب ومايكل سلوت أن علم أخلاق الفضيلة يرمز إلى الأشخاص الفاعلين وحياتهم وشخصيتهم، وهذا ما يجعلهما يتساءلان ما إذا كان بمقدور أشياع النفعية "توسيع موضع تركيز نظرياتهم بحيث تشمل حيوات الفاعلين ككل، وشخصياتهم، فضلاً عن أفعالهم"، ويستبين في تقديري، في حالة نفعية مل، أن الرد على هذا التساؤل إيجابي.
