بماذا يتعلق الأمر، بالبيداغوجيا أم التقويم ؟ تتماشى أهداف مكتب بييف فـي التربية مع كثير من المنظمات الدولية1، وتلح تصوراته البيداغوجية، ممثلة فـي بيداغوجيا الإدماج - الأداة النظرية والعملية لبعض المنظمات الدولية - على القراءة والكتابة والحساب، وهي الكفايات الأساس فـي بيداغوجيا الإدماج. إن الاشتغال على الكفايات الأساس يعني بحسب هذا التصور الاشتغال على التعليم الوظيفي، وهو ما يطرح مشاكل بيداغوجية وهيكلية وسياسية، فـي الآن نفسه، لكل بلد منخرط فـي هذا التوجه، بل ويطرح حدودا لها على المستوى النظري والعملي معا. فكل تجاوز للكتابة والقراءة والحساب إلى شيء آخر، أو كل خلط بين التعليم النظامي والتعليم غير النظامي، أو كل تصور يجعلها أداة بيداغوجية لهندسة المنهاج والتكوين الأساسي للمدرسين والمدرسات... يرمي بها خارج حدودها النظرية والعملية. فما المقصود بالقراءة والكتابة والحساب ؟ وما حدود القراءة، مثلا، فـي السنة الأولى أو السادسة من التعليم الابتدائي أو ما حدودها فـي السنة التاسعة من التعليم الإعدادي الثانوي ؟ إن تحديد الكفايات الأساس - القراءة والكتابة والحساب - يعني القضاء على الأمية الوظيفية حسب اغزافيي. غير أن هذا الأمر يتطلب نقاشا سياسيا جوهريا بالنسبة لكل دولة على حدة ما دام هذا التصور يخلط بين محاربة الأمية الأبجدية والتعليم النظامي، بل ما دام هذا التصور يريد أن ينظر إلى القراءة والكتابة والحساب بمقدار تقويمي صرف.
