نظرا للتطور العلمي والتكنولوجي والاقتصادي والاجتماعي فى العالم أصبحت الشرطة المجتمعية مطلبا حضاريا ملحا فى هذا الوقت، لا يمكن تجاهلة فى كافة الدول الأوروبية والعربية على حد سواء لأنه لا توجد دولة آمنة تماما ولا يوجد بها أيه جرمية أو أنحراف، ولا يوجد فى أي مكان فى العالم ما يسمى بالأمن المطلق، لذا فإن النظام الأمني (الشرطي) جزء من البناء الاجتماعي مرتبط به، وتبرز أهمية المشاركة المجتمعية بالعمل الأمني كونها معنية بأمن المجتمع وحمايته من الأخطار التي تهدده وتشكل الأساس الذي تبنى عليه أناوع الفعل الإجرامي المتمثلة فى عدوان بعض الناس على بعضهم الآخر، بسبب انفلاتهم من القيم الإنسانية والأخلاقية التي تضبط سلوكهم وتحول دون ممارستهم للأفعال التي تمس أمن الآخرين، في حياتهم وأموالهم وأعراضهم، ومن هذا فالمشاركة المجتمعية إنما هي نظام ضبط اجتماعي.
