ويتوجب على السلطات النقدية، من خلال توجيه سياستها أن تسعى إلى تحقيق فعاليتين: الأولى تقنية والأخرى إقتصادية. الأولى ترتكز على الفكرة القائلة بأن الفيوض النقدية، وبصورة خاصة، الزيادات في كتلة وسائل الدفع، يجب أن تكبح بشدة، بواسطة وسائل توضع تحت تصرف المصرف المركزي، والثانية تتجاوب مع الفكرة القائلة بأن السياسة النقدية تهدف إلى المحافظة على التوازنات الكبرى في الإقتصاد. إنما يجب الحذر من الوهم القائل بأن السير الحسن للسوق النقدية قد يكفي لتأمين تحقيق الهدف المزدوج الذي تنزع إليه الإقتصاديات الحديثة: توسع الإنتاج والمداخيل الحقيقية، المقرون بوضع نقدي سليم، سواء في العلاقات الداخلية أو في المبادلات مع الخارج. ولكن المشاكل أكثر تعقيدا، وتأثير الماليات العامة أكبر، والتفاعلات مع الأحداث الإجتماعية والإقتصادية والسياسية الخالصة متعددة حتى يمكن قصر البحث عن حلول، على مجال محدد وخاص. ومع ذلك يبقى أن الإنسجام الخاص أو التوافق بين العروض والطلبات على وسائل الدفع أو على الأموال ذات الأجل القصير، يشكل الشرط الأساسي، وإن لم يكن الكافي، إحداث توازن بين الوفر الوطني والتثميرات، ولتحقيق التوازن المالي في الإقتصاد.
