يشتمل تخطيط القوى العاملة على نواح متعددة, فهو إسلوب فنى للتخطيط يستهدف خلق فرص عمل لعدد السكان المتزايد, كما أنه يتناول أعداد الموارد البشرية لإستخدام أفضل و أكثر كفاءة و تنمية فئات معينة من المستوى العالى من القوى العاملة كالمهندسين والعلماء والمتخصصين فى العلوم الإدارية لدفع مستوى قوة العمل بصفة إجمالية ولتحقيق أهداف تخطيط القوى العاملة ينبغى التنسيق بين خطط التعليم والتدريب وبين خطط التنمية الإقتصادية والإجتماعية, وهذا يستدعى فهمها كاملاً لآهداف المجتمع و السياسة الموضوعة لتحقيق هذه الأهداف, كما يتطلب القيام بدراسة تفصيلية للنمو الإقتصادى للدولة, مع أخذ التقدم التكنولوجى فى الإعتبار وكذلك التحسينات المنتظرة فى الكفاية الإنتاجية ويمكن عندئذ تقدير الإحتياجات المستقبلية من القوى العاملة على مستوى الفئات على عاتق أجهزة التعليم و التدريب خلال فترة الخطة وعدد الوحدات التعليمية الجديدة التى ينبغى إضافتها فى الوقت الناسب حتى يمكن إحداث توازن تدريجى بين العرض والطلب من القوى العاملة كماً وكيفاً.
ولقد أصبحت الرؤيا المستقبلية للقوى العاملة من ضمن وظائف إدارة الموارد البشرية الأساسية التى إسترعت إهتمام العديد من الكتاب والمفكرين فى مجال الإدارة. ومن ثم فإننا سوف نقوم فى هذا المرجع بمناقشة هذه الوظيفة من جوانبها المختلفة أملين أن نقدم مادة علمية مفيدة فى هذا المجال.
