يأتي الاهتمام بالتعليم العالي التقني ( الفني ) بمختلف مستوياته وأنماطه في مقدمة التحولات التي يشهدها المجتمع العربي انطلاقاً من الشعور والقناعة المتزايدة بأن إعداد القوى البشرية المدربة والمقتدرة على التعامل مع التكنولوجيا المعاصرة في مختلف مستويات التخصص هو مفتاح النهضة الشاملة. وهذا التعليم بمفهومه وفلسفته وأشكاله يعتبر مساراً جديداً في هياكل ونظم التعليم القائمة في الأقطار العربية. وهو في بدايات تكونه وتطوره، ولو بدرجات متفاوتة بين قطر وآخر، لكنه ذو سمات خاصة يختلف فيها عن التعليم الجامعي العام الذي شهد نمواً مضطرداً في النصف الثاني من القرن العشرين في الوطن العربي، وأضحت له مواصفات وملامح محددة. يرتبط التعليم التقني بصورة مباشرة وعضوية مع الواقع الاقتصادي والاجتماعي للمجتمع من جهة، وبصيغ ودرجات التطور التكنولوجي الذي يتعرض له المجتمع من جهة أخرى، مما يجعله دعامة للتنمية من أجل دفع عجلة تطويرها زراعياً وصناعياً وتجارياً وإدارياً وصحياً. يهدف هذا الكتاب إلى إجراء مسح شامل لواقع التعليم التقني ( الفني ) ما بعد الثانوي في الأقطار العربية، وما حققه تطور، وتحديد علاقته بنظم التعليم، والصعوبات التي يواجهها، وعلاقته بالمجتمع والنشاطات الاقتصادية. وإن كان ذلك أمراً صعباً لتتأثر المعلومات والإحصاءات الموثقة عنه. ويهدف أيضاً إلى عرض بعض الملامح الهيكلية الإدارية لهذا التعليم في بعض الدول الأخرى، واستنتاج وسيلة لإصلاح التعليم التقني والمهني في الوطن العبي وتطويره بما يسود العالم اليوم وبما يحقق المساهمة في تقدم الأمة العربية.
