هذا الجزء من تاريخ مدينة طرابلس يتناول عصر المماليك ومدته تزيد على القرنين وربع القرن. ويتألق من قسمين: سياسي وحضاري وهما معاً يشكلان سبعة فصول. يتحدث الأول عن طرابلس بوصفها عاصمة لنيابة السلطنة التي تمتد حدودها من اللاذقية شمالاً إلى العاقورة جنوباً، ويتناول تنظيماتها الإدارية، وتقسيماتها السياسية وتحديد الأعمال والأقاليم مع بيان الوظائف الدينية والإدارية والعسكرية، وفيه جداول بأسماء نواب السلطنة والقضاة وكبار الموظفين من الأمراء والقادة العسكريين وغيرهم. ويتناول الفصل الثاني تاريخ نضال طرابلس الداخلي كما يتناول الفصل الثالث نضالها ضد الإفرنج. أما الفصل الرابع فيتناول أحداثاً على هامش تاريخ طرابلس متتبعاً الفتن والقلاقل والاضطرابات التي شهدتها طوال عصر المماليك، كما يتتبع النكبات التي ضربتها من زلازل وفيضانات وحرائق ورياح عاصفة مدمرة، ثم تحول طرابلس إلى ولاية عثمانية بعد سقوط دولة المماليك. أما القسم الحضاري فيبدأ بالفصل الخامس الذي يتكلم عن بناء طرابلس الجديدة، فيما يتحدث الفصل السادس عن الحياة الاقتصادية التي شهدتها طرابلس منذ أسسها الفينيقيون. ويستعرض الفصل السابع والأخير الحياة العلمية في طرابلس ويعرف بعلمائها وأدبائها وشعرائها والأعلام الذين تقلبوا في المناصب الرفيعة في مصر والشام خلال ذلك العصر.
