يدور موضوع الكتاب حول "شرط الدولة الأكثر رعاية" في إطار القانون الدولي الإقتصادي، وهو شرط تعارفت الدول منذ عهد بعيد على إدراجه في معظم المعاهدات التجارية. أما تعريفه ".. شرط تلتزم بموجبه الدولة المتعاقدة بأن تمد للمستفيد منه، في المجال المتفق عليه، مزايا ممائلة لتلك التي تمنحها للأكثر رعاية من بين الدول الغير". وهنا يعتبر المؤلف أن هذا الشرط ذو طبيعة احتمالية ويمثل إحالة إلى معاهدة أخرى، ويكمن أساسه في الإشتراطات التعاهدية، فما من دليل على أن هذا الشرط قد تطور ليصبح قاعدة عرفية.
وعلى هذا يعد هذا الشرط أداة لتحقيق المساواة في المعاملة بين الدول ولمنع أي تمييز ضد الدولة المستفيدة منه، لأن الأخيرة ستحصل على مزايا ممائلة لتلك التي تحظى بها الدول الغير، وبذلك فأنه لا يمكن أن تعامل دولة ما بصورة أفضل من غيرها.
وفي هذا الكتاب سيتعرض المؤلف جميع الاتفاقيات الدولية التي نص عليها القانون الدولي بالتفصيل، إضافة إلى التقارير والمقررات الواردة من الجمعية العامة للأمم المتحدة في دوراتها التي بحثت في الموضوع المطروح. هذا، وقد بحث الكاتب موضوع شرط الدولة الأكثر رعاية في ثلاثة فصول خصص الفصل الأول للتعريف على المفاهيم العامة للشرط، والفصل الثاني درس فيه أنواع الشرط وعناصره، أما الفصل الثالث والأخير فتناول مجالات تطبيق الشرط والإستثناءات الواردة عليه.
