اعتمدت الدولة العثمانية على الأسلام اعتماداً كلياً في ادوات الصراع السياسي مع القوى الدولية التي اعتمدت على الحقائق الدينية ، وكان هذا هو سر نجاح الدولة العثمانية منذ دخول السلطان محمد الفاتح القسطنطينية ، اذ اصبح الدين عاملاً من عوامل الصراع الفكري بين الحضارة الأسلامية والحضارة الغربية . على الرغم من هذه الحقيقة ، فقد قامت محاولات كثيرة من قبل الكتاب العثمانيين ، وحتى من بعض الوزراء والمقربين لأتخاذ القرار وتبني بعض المفاهيم العلمانية ، إلا إنَّ هذه المحاولات لم تدخل الى حيز الواقع العملي .
