إن المجتمع المدنى هو "حقل مستقل من الحياة الاجتماعية الحرة لا تتحكم فيه الحكومات ولا تحكمه نظم الاسواق الخاصة". فهو "مجال نصنعه لانفسنا من خلال العام المترابط فى العائلات، و العشائر، و الكنائس، و المجتمعات المحلية". و هو يعتبر "القطاع الثالث" الذى "يتوسط بين فرديتنا الخاصة كمنتجين اقتصاديين و مستهلكين وبين مجموعنا المطلق كأعضاء مكونين للكيان الشعبي الحاكم". و يتكون المجتمع المدنى من المنظمات و الاماكن التى يعرفك الناس فيها باسمك شخصياً، وربما يعرفون عنك ايضاَ اشايء طيبة اخرى كثيرة، وكذلك التزامك وعائلتك، فهو يتكون كما يكتب و الترز من "شبكات العلاقات الاجتماعية التى تولد من خلالها المدنية ثم يعاد إنتاجها".
