بات واضحا أن التحرش والاغتصاب الجنسى ظاهرة اجتماعية تزيد نسبة حدوثها يوما عن يوم ليس فقط فى المجتمعات الأوروبية والأمريكية بل أيضا فى المجتمعات العربية والاسلامية ويقصد بالتحرش مجموعة من الأفعال التى تتضمن انتهاكات بسيطة الى مضايقات حادة تشمل تلميحات لفظية وصولا الى النشاطات الجنسية بينما يعرف الاغتصاب الجنسى بأنه مواقعة الأنثى دون رضاها وقد تبين أن أكثر الفئات المستهدفة لهذه الجرائم الأخلاقية التى لا يوجد مثيلها فى عالم الحيوان هم الأطفال والنساء وضعاف العقول أما عن الإحصائيات العربية حول هذه الظاهرة فهى تكاد تكون قليلة بل ونادرة فى بعض البلدان نظرا لأسباب كثيرة من أهمها الخجل والرغبة فى التستر وعدم الفضيحة وسياسة النعامة فى دفن الرأس فى الرمال بينما هى ظاهرة تستوجب الوقوف عندها طويلا لأنها هى من القضايا المسكوت عنها اجتماعيا ومن ثم فهى تتطلب المواجهة ودراسة أسبابها ودوافعها والآثار الناجمة عنها ووضع الحلول والسبل الوقائية لحماية شرف المجتمع المتمثل فى أطفاله ونسائه
