يستهدف الكتاب تزويد القارىء بمنظور شامل ومتكامل للقضايا الرئيسية والتحديات التى تواجهها المنظومة الدولية وتدور المناقشة فى خمسة أجزاء بالإضافة الى التمهيد الذى يوضح أن العولمة تثير سلسلة من القضايا التى يجب أن تواجهها الجامعات ويشمل ذلك وصف القضايا الاجتماعية والاقتصادية والسياسية والأخلاقية التى تفرضها طبيعة العلاقة بين الجامعات فى دول الشمال ونظيرتها فى الدول النامية . ويتناول الجزء الأول من الكتاب منظور ورؤى المؤسسات الدولية التى تلعب دوراًَ حاسما فى بناء القضايا العالمية التى تواجه الجامعات والجزء الثانى من الكتاب السياق الدولى الجديد الذى تعتبر الجامعات جزءاًَ منه مشتملاَ على مضامين العولمة للتعليم العالى والمفاوضات الدائرة حول التعليم فى الاتفاقية العامة للتجارة والخدمات وتطوير أسلوب جديد لإنتاج المعرفة . ويتناول الجزء الثالث الدور الجديد للمعرفة – الفاعل يصبح مفعولا- فى مجتمعات صار التمييز بينها على أساس المعرفة وبعيداًَ عن انفجار المعرفة فى علم الحياة وموضوع الجزء الرابع هو العلاقة بين التعليم العالى والتنمية ، ويوضح الجزء الخامس أن الجامعات التقلدية هى اللاعب الوحيد على مسرح التعليم العالى فاللعبة صارت مسرحاًَ مفتوحاًَ كما رأينا آنفا والمعرفة صارت هدفاًَ، ويختتم الكتاب باعتقاد " سكوت " فى قدرة الجامعة على التغيير ويرى أن هناك لاعبين جدد مثل المؤسسات الخمائلية التى تقدم تدريبا خارج الحدود والجامعات الخاصة والجامعات النقابية وفى الوقت نفسه توجد الجامعات التقليدية التى مازالت تمارس أشكالا عديدة من التهجين تحت ضغط المناخ الاقتصادى والاجتماعى الذى توجد فيه .
