عيسى علي العاكوب (و. 1950 م) هو أديب ومترجم وشاعر، من أهل الرقة.
حصل على دكتوراه في النقد والبلاغة من جامعة دمشق، كما نال الجائزة العالمية للباحث المتميز في الدراسات الإيرانية. درٌس في جامعة حلب منذ سنة 1982 م ويشغل الآن منصب رئيس قسم اللغة العربية في جامعة قطر، وهو عضو في مجمع اللغة العربية بدمشق.

ضم كتاب (موسيقا الشعر العربي) كل مباحث علمي العروض والقوافي التي انطوت عليها الكتب الأمهات، مع حديث مفصل عن الفنون النظمية المستحدثة، جعلها المؤلف ثمانية فنون، مضيفاً إلى السبعة المعهودة فناً ثامناً هو (الشعر النبطي)، لما أنس من شيوع هذا الفن وإحلال نماذجه الممتازة محل المعز المكرم في بعض ديار العروبة. ويرمي الكتاب إلى تجنب علمي العروض والقوافي إلى المتعلم العربي، وترسيخ مباحثهما ومعارفهما في ذهنه بالإكثار من طرائق ورودها على هذا الذهن، وباستظهار الأشعار الرقيقة التي تثبت أنظمة الوزن وصور الإيقاع في نفس القارئ المتعلم، ولهذا الغرض ذيل المؤلف الحديث عن كل بحر باختيار من روائع ما نظم عليه من شعر إمام الغزل العربي (العباس بن الأحنف)، ذلك الشاعر الذي يدخل شعره مسام القلوب، كما يقول الأقدمون. وسيلمس الخبير أن المؤلف لم يغفل معلومة ذات شأن فيما يتصل بموضوع الكتاب، وأن التطبيقات والتدريبات التي ختم بها كل مبحث، بعضد قصد التعليم الذي انطلق منه.
