يتناول هذا الكتاب حوارية بين مفكرين عربيين، حول مشكلة الديمقراطية بين العلمانية والإسلام، ويكتب كل منهما بحثه وتعقيبه على بحث الآخر مستقلاً. يتناول أولاً الديمقراطية وظهورها غربياً وإسلامياً، وحقيقة تطبيقها، وازدواجية السياسة الغربية ووثنيتها وصلتها بالعلمانية. ويدرس عوامل غياب الديمقراطية وجذور أزمتها في العالمين العربي والإسلامي، والليبرالية الموءودة، ويحلل مناظرة الإمام محمد عبده وفرح أنطون حول العلمانية ومسألة فصل الدين عن الدولة. ويدرس من أجل تأصيل جديد للديمقراطية عبر العلمنة الضرورية للديمقراطية، أفكاراً صدرت تبين النزعة التراثية المحدثنة الموظفة للتوثيق الاستشراقي للخصوصية، وإضفاء شرعية التأخر عبر تحديثه بأدوات مفاهيمية جديدة. ويتناول ثانياً الإسلام الديمقراطية في معركة البناء الحضاري، والتكامل مع الإسلام خياراً حضارياً، والخيار الإجرائي للآليات الديمقراطية للنهوض، وتبيئتها وتبيئة الديمقراطية ومفاهيمها في المناخ الحضاري الإسلامي. ويدرس في العالمين العربي والإسلامي أزمة الدولة والمجتمع ومصادرة الهوية الإسلامية، ومشاكل الهوية الحضارية، وغياب الشرعية السياسية. ويعرض الإسلام مكوناً ثقافياً في المجتمعات الإسلامية، ويناقش شكل الحكم في الإسلام، وموقف الإسلام من المنتجات الحضارية غير الإسلامية ويميز بين أحكام الشريعة وآليات تنفيذها، ويذكر مذهبية الديمقراطية وأنها مصدر لشرعية الحكم، والعقبات من الجانبين. ويوازن بين حاكمية الله وحاكمية الشعب، والعلاقة بين الدين والدولة، واتخاذ العلمانية والرأسمالية شروطاً للديمقراطية. ويورد بعد تعقيب كل باحث على الآخر، تعاريف بمصطلحات الكتاب.
