تؤدي منظمة الأمم المتحدة اليوم دوراً رئيسياً مهماً ومؤثراً في مسار العلاقات الدولية المعاصرة، وهو دور قد يختلف الكثيرون حوله إيجاباً أو سلباً، لكن الجميع يتفقون على أن هذه المنظمة الدولية العريقة، التي تمضي الآن في عقدها السادس، تُشكل عنصراً لا بديل لضبط واقع العلاقات الدولية القائمة والحد من الأزمات ومظاهر العنف والنزاع التي لا تخلو منها بقعة في العالم. وفي خضم هذه الأزمات الدولية القائمة يجدر بنا أن نتعرف أكثر على الأمم المتحدة، لماذا أنشئت؟ وكيف تعمل؟ ومدى التزامها بضوابط الشرعية الدولية؟.. فالآباء المؤسسون لهذه المنظمة الدولية علقوا عليها الكثير من الآمال، وبنوا عليها أوسع الطموحات بأن تنجح في حفظ الأمن والاستقرار الدولي وتعمق علاقات الصداقة والتعاون بين الدول على أساس مبادئ السيادة والمساواة وترسخ ثقافة حقوق الإنسان وتضبط ممارسات الدول في هذا المجال .. فهل أفلحت الأمم المتحدة في كل هذا؟ وما أبرز مظاهر نجاحها وإخفاقها؟ وكيف تعاملت مع قضايانا العربية ومع الأزمات الدولية الراهنة كالإرهاب، وإشكاليات التدخل الإنساني؟ وهل ثمة أمل بإصلاح حقيقي وجدّي لهذه المنظمة؟ وما دور العرب في هذا الإصلاح؟ وأخيراً هل ثمة بديل عن الأمم المتحدة أم أنها أفضل الموجود.. أو أقله سوءاً؟ كل هذه التساؤلات سيكون هذا الكتاب معنياً بالإجابة عنها في قراءة قانونية – سياسية تنطلق من الماضي وتقيم الحاضر وترسم آفاق المستقبل حتى نعرف أكثر إلى أين تمضي الأمم المتحدة وما مصيرنا معها.
