يُنفضُ الغبارُ ويُطردُ عن تحفةٍ من تحفِ المكتباتِ القانونيةِ العَربيةِ ودُرَّةٍ من دُررِ الكتبِ النفيسةِ، التي كانت لتُرمى في غياهبٍ النسيانِ وهَشيمِ الزمانِ لولا أنْ شاء القدرُ أن يُنقِذَها من غَرينِ المؤلَّفاتِ المتروكةِ وطعْمةِ المجموعاتِ المنسيَّةِ، والكتابُ المقصودُ، الذي أضعُه بين أيديكم وأياديكم، مُحققاً مُقدَّماً ومُدبجاً هو "مِرقاةُ عِلم الحقوقِ" للعلامةِ الفقيهِ الباحثِ والقاضي سليم رستم باز اللبناني والذي طُبعَ للمرةِ الأولى والأخيرةِ عام 1909.
ولنا فيه كلمةُ حديثٍ وأحاديثُ تدورُ حولَ المؤلِّف أولاً والمؤلَّف ثانياً،...
... ، وعلَّنا بهذا الإحياءِ للتراثِ وللحضارةِ وللتاريخِ، نكونُ قد وُفقنا أيَّمَ توفيق، وأضفنا إلى المكتبةِ القانونيةِ العربيةِ واللبنانيةِ، جوهرةً كانت لتَنْدثرَ بين ثنايا التُراب وطيَّات الزمنِ الغابرِ،...، وبذلك نرفعُ عالياً أمجادَ العلمِ، ونقولُ مع من يُرددُ هذا الدُعاء النفيس: "...، علِّمنا يا ربَّ ما يَنفعْنا وانفعنا بما علَّمتنا وزدنا عِلماً وعَملاً صالحاً، وأرنا الحقَّ حقَّاً وارزقنا إتباعَه وأرِنا الباطلَ باطلاً وارزقنا إجتنابه، ..." واذكرنا مع من خَدمَ العلمَ، علم اليقين بعينه، ورفعَه عالياً يومَ لا ظِلَّ إلا ظِلُّك، ...، ويومَ الصاخةِ الكُبرى والقارعةِ الوُسطى والحاقةِ الصُغَرى.
