لم تعد الإمدادات الغذائية العالمية، بعد عقود من النمو المطرد، قادرة على ملاحقة الزيادة في عدد السكان. فقد وصل معدل نصيب الفرد من الأسماك والحبوب حداً يتعذر معه إطعام 90 مليون نسمة إضافية لسكان العالم سنوياً إلا بخفض استهلاك أولئك السكان الموجودين بالفعل.
ويقول ليستر براون إن "القيود المفروضة بسبب النظم الطبيعية للأرض والتدهور البيئي لموارد الأرض والمياه وتقلص المخزون من تكنولوجيات زيادة الإنتاج الزراعي يبطئ من النمو في الإنتاج العالمي من الأعذية مما يثير التساؤلات حول طاقة الأرض على استيعاب السكان"، ومن المتوقع في الوقت نفسه أن تصل الزيادة في عدد السكان إلى رقم قياسي والسؤال الآن كم هو عدد البشر الذين تستطيع الأرض إطعامهم؟ وبأي معدل من الاستهلاك؟
وفي هذا الكتاب يقترح الباحثان استراتيجية عالمية لاستعادة الأمن الغذائي والميزانية اللازمة لتمويل هذه الاستراتيجية. وهي ليست مقصورة على توفير الأموال لخدمات تنظيم الأسرة، بل للعمل على استئصال الأسباب وراء كثرة الإنجاب مثل الأمية بين النساء.
ويسوق الباحثان أيضاً أدلة تؤكد أن ندرة الأغذية - وليس العدوان العكسري - ستكون التهديد الرئيسي للأمن العالمي في المستقبل. ثم يدقان ناقوس الخطر حتى تقوم الحكومات بتعديل أولوياتها بحيث تعطي الأولوية القصوى لملء الفجوة في تنظيم الأسرة والتصدي للأسباب الرئيسية في ارتفاع معدل الإنجاب مثل الأمية والفقر - فضلاً عن حماية المياه والتربة وزيادة الاستثمارات في المجالات الزراعية.
