ممّا لا شك فيه أن البلدان العربية ما زالت تحثّ الخطى (منذ بداية الألفية الجديدة) باتجاه ترسيخ أسس متينة ترتكز عليها البيئة المعلوماتية والاتصالية لمجتمعاتها. بيد أن وجود فجوات معلوماتية مقيمة في كثير منها، مع محدودية الحضور الرقمي في فضاء الإنترنت، ما زال يشكّل عقبة أمام بلوغ شطر منها مستويات جاهزية إلكترونية رصينة، وفق المعايير المعتمدة في الوقت الراهن. غير أن هذا الأمر لا يمكن أن يلغي حقيقة وجود قفزات نوعية على مستوى البنية التحتية والتطبيقات خلال السنوات الخمس الأخيرة، وهي قفزات أثمرت قفزات نوعية لدى بلدان عدّة أخذت تتبوأ مكانة ذات مستوى مرموق عالمياً. أما بالنسبة إلى حضور لغتنا الأم على مواقع الانترنت، فإنه بدأ يتوسع باتجاه مواقع متقدمة بحيث تقدّم على حضور لغات عالمية، مثل الفرنسية والروسية والكورية، وحصل نمو كبير في حجم الخطاب اللغوي العربي على الإنترنت تجاوز نسبة 25,1 بالمئة خلال الأعوام 2000-2010. لذا، عُنِيَ هذا الكاتب، بوضع توصيف لواقع المعرفة الرقمية والبيئية والمعلوماتية والاتصالية للمجتمع العربي، ثم حدّد المبادئ التي رآها أساسية عند قراءة التعليم وتداعياته في الوطن العربي، وخلص إلى تحديد ما نحن بحاجة إليه، من مثل إنشاء مراكز جامعية تُعنى بعلوم وتطبيقات المعلومات والاتصالات لتلبية الحاجات وتطوير القدرات؛ إنشاء شبكة وطنية للبحوث التربوية لتحسين المشاركة في المعلومات، وإجراء تجارب لتوطين الاستخدام؛ تحديد الاحتياجات القائمة من أدوات وتطبيقات المعلومات والاتصالات في ميدان العمليات التربوية بمختلف أشكالها؛ الارتقاء بمؤهلات الكوادر التدريسية في المعاهد والجامعات؛ تغيير المناهج بصورة تدريجية باتجاه زجّ مفردات متنوعة ذات صلة بمبادئ علوم المعلومات والاتصالات.
