لم يكن مصطلح الحرب الناعمة مألوفا في الأذهان، على الأقل على المستوى الجماهيري في منطقتنا إلى أن جرى تداوله على نطاق واسع بعد الانتخابات الرئاسية الإيرانية عام 2009 م. وخاصة من قبل الإمام الخامنئي (دام ظله), وقد راجت سابقا مصطلحات كثيرة للدلالة على الاسلوب الذي تؤثر فيه دولة على فكر ورأي دولة أو شعب آخر معادٍ لها, نذكر منها: (حرب الأعصاب, الحرب الباردة, حرب الإرادات, حرب المعنويات, الحرب السياسية، الدعاية, حرب الكلمات والمعتقدات, حرب الإيديولوجيات, غسيل المخ والدماغ، الحرب بلا قتال, الغزو الثقافي والفكري) ولكن أكثر المصطلحات رواجاً في الساحة الإعلامية والأكاديمية والعسكرية هي الحرب النفسية والدعاية، كما استعمل بعض الكتاب مصطلحات وعبارات خاصة مركبة للدلالة على تأثير الدعاية والإعلام على العقول مثل "قصف العقول" و"التلاعب بالعقول" وما شاكل، إلى أن رَوّج الكاتب الأميركي جوزيف ناي اصطلاحه الجديد في العام 1991 في كتاب تحت عنوان "ملزمون بالقيادة" وكرّره في كتابه الثاني تحت عنوان "مفارقة القوة الأميركية" العام 2001 وختمه بنظرية متكاملة في كتابه الشهير "القوة الناعمة SOFT POWER" ومن حينها دخل المصطلح بقوة إلى قاموس العلاقات الدولية والجامعات ومراكز البحث.
