يبحث الدكتور محمد لعقاب في كتابه الجديد، الصادر عن دار ''هومة'' تحت عنوان ''المواطن الرقمي''، في الدور الذي لعبته تكنولوجيا المعلومات والوسائط التكنولوجية الحديثة في الحراك السياسي والاجتماعي الذي تشهده عدد من الدول العربية منذ مطلع العام الجاري. ويمثّل الكتاب، الذي جاء في قرابة ثمانين صفحة من الحجم المتوسّط، واحدة من المحاضرات التي شارك بها المؤلّف في عدد من الندوات بالجزائر، لفهم التطوّر الذي شهدته وسائل الإعلام العصرية ومدى تأثيرها . ويقترح محمّد لعقاب مجموعة من المفاهيم التي يرى أنها تعبّر عن الواقع الجديد الذي فرضته التكنولوجيات الحديثة، مثل الوطن الرقمي والمواطن الرقمي والرئيس الرقمي. ويعتقد لعقاب أن عصر الانترنت هو عصر الشعوب بامتياز. مشيرا إلى الدور الكبير الذي لعبته شبكة الانترنت في خروج الشعبين المصري والتونسي للاحتجاج ضدّ الدكتاتورية وللمطالبة بالحرية والديمقراطية والعدالة الاجتماعية .
