يلقي هذا الكتاب الضوء على حقائق مهمة اكتنف الدولة العثمانية منذ هجرة اليهود إليها بعد طردهم من إسبانيا، حيث استطاعوا فيما بعد تكوين اللوبي في داخل مركز اتخاذ القرار العثماني سواء في مجلس (المبعوثان) أو بتأثيرهم على سياسة جمعية الاتحاد والترقي. استخدم اليهود وسائل وقنوات دبلوماسية عديدة، ابتداءً من تقديم الرشاوى إلى حاشية السلطان للتأثير على وحدة اتخاذ القرار في قصر يلدز، وانتهاء بإيجاد علاقات قوية مع بعض الولاة في متصرفية القدس. أما على مستوى السياسة الخارجية، فقد قام اليهود بالاتصال مع بعض القوى الكبرى في تلك الحقبة، كاتصال هرتزل مع وليم الثاني إمبراطور ألمانيا، لأن علاقة الأخير كانت وطيدة مع الدولة العثمانية، وقد تكللت هذه الجهود بالنجاح بعد انقلاب 27 نيسان 1909، ثم الحصول على وعد بلفور بعد الحرب العالمية الأولى. إن هذا الكتاب يعد بمثابة إجابة على جميع هذه التساؤلات، وبيان لتلك الحقائق.
