إن التوجه إلى اقتصاد السوق أعطى ديناميكية معتبرة للسوق العقارى وذلك من خلال استحداث آليات جديدة بدءا فى مرونة الإجراءات على شكل قانون عقارى يبسط المعاملات من جهة وينوع طرق تنقل العقار مثل إعطاء الصبغة القانونية للعقود العرفية ، و إنشاء سبل جديدة لتمويل العقار وكيفية تنظيم هذا التمويل كآلية مالية تسمح لزيادة حجم السوق العقارى وتنويعه مع ضمان تسهيلات لمختلف الهياكل السابقة وإحداث مؤسسات جديدة تساهم فى زيادة حجم الحضيرة العقارية كالوكلات العقارية والوكالات التساهمية ومؤسسات الترقية العقارية وذلك من خلال قانون الاستثمار الجديد الذى يعطى فرص لهذه المؤسسات التى تعتبر بمثابة محرك لقطاع البناء وللحصول على امتيازات فى مختلف المجالات . وعلى ضوء هذا يتناول الكتاب دراسة موضوع ترشيد الجباية العقارية والذى يرتكز على فرضية محدودية السوق العقارى مقارنة بالدول الأخرى ووجود آليات تنشط هذا السوق آخذين بعين الاعتبار مرحلة انتقال الجزائر إلى اقتصاد السوق ، هذا وكما يهدف هذا الكتاب كذلك إلى معرفة مدى فعالية الآلية الجبائية فى تنشيط السوق العقارى وإثنات الفرضيات من خلال النتائج بغية الوصول إلى الأهداف الكلية المتمثلة فى دفع حركة القطاعات المستعملة للعقار ، ومن ثم الانتقال إلى اقتصاد السوق .
