يهدف هذا الكتاب إلى فتح نقاش بين صفوف العاملين في مجال التنمية، في الشمال والجنوب، حول أثر تدابير مكافحة الإرهاب. ويحدّد الكتاب السياق الذي جرت فيه الحوارات المتعلقة بأثر تشريعات مكافحة الإرهاب؛ وهو عبارة عن سلسلة من الفصول التي يركّز كلّ واحد منها على منطقة ما، حيث تتناول الفصول مجتمعةً دراسة الدور الذي أدّته المنظمات غير الحكومية، ومنظمات المجتمع المدني في عملية التنمية، قبل إعلان الحرب على الإرهاب والتحولات التالية السريعة في الخطاب التنموي.
كما تناول الكتاب تحليل مجموعة ضخمة من التشريعات المضادّة للإرهاب المستندة إلى تعاريف مبهمة لمفهوم الإرهاب. وبحث الكتاب، أيضاً، في الكيفية التي أثّرت فيها التشريعات الصارمة، وعواقب خصخصة الحرب على الإرهاب، وصناعة الرقابة المزدهرة على نشاطات المنظمات غير الحكومية، ومنظمات المجتمع المدني، ووظائفها، ولا سيما في الولايات المتحدة الأمريكية والمملكة المتحدة.
وهذا الكتاب، هو حصيلة عامين من الحوار المكثف الذي نظمته إنتراك (INTRAC) (مركز التدريب والأبحاث الخاصة بالمنظمات الدولية غير الحكومية)، وشمل أكثر من 200 مشارك من منظمات المجتمع المدني، من 40 دولة.
