يتناول الباب الأول من هذا الكتاب أساسيات المالية العامة فيبدأ بالحاجات العامة التي يهتم بها علم الاقتصاد ويتعين على الدولة أن تقوم بإشباعها من خلال قيامها بخدمات تدعى خدمات عامة ويعتمد النطاق المالي للدولة على تحديد طبيعة الحاجات العامة فالخصائص الاجتماعية والاقتصادية للحاجات الإنسانية متعددة تتوزع على حاجات فطرية وأخرى اجتماعية دون النظر إلى درجة التقدم في المجتمع او نوعية النظام الذي تتبناه والحاجات الفردية والجماعية تقسم الحاجات الأساسية إلى حاجات فردية يتولى الفرد إشباعها وفق ما يشاء حسب المقتضيات السائدة في المجتمع وحاجات جماعية بالنسبة لعموم الأفراد في المجتمع نظراً لشعور الأفراد بالحاجة إليها مجتمعين حيث تتميز بعدم قابليتها للتجزئة وفي الفصل الثاني يشير الى أهداف المالية العامة والخاصة ومظاهر المالية العامة كالمظهر القانوني والتنظيمي والأسس التي تحدد المالية العامة والسياسة المالية للاقتصاد حيث تحتل المالية العامة في الاقتصاد القومي من خلال الحجم الذي يمثله في النشاط الاقتصادي للمجتمع وتحقق نتائج تثير ظاهرة المضاعف حيث يتم التأثير المتبادل بينه وبين الدخل القومي مما يؤدى الى زيادة الدخل القومي مما يزيد من إمكانية مساهمته في الموارد العامة وفي الباب الثاني يلقي الضوء على النفقات العامة حيث تعد محوراً أساسياً في المالية العامة نظرا لتطورها السريع في الفكر المالي والسياسية المالية وتمثل النفقات العامة باعتبارها إحدى وسائل الدولة التي تقوم باستخدامها بهدف تحقيق دورها في المجالات الاقتصادية والمالية تبين فيها برامج الدولة في مختلف المجالات على شكل اعتمادات تخصص كل منها لتلبية الحاجات العامة للأفراد.
