إن هذا الكتاب يعرض أصول وضوابط التحزب الشرعي الممدوح لان لفضة حزب لها مدلول ومفهوم واحد لغة وشرعا لكن واقعها العملي في الأمة ينقسم إلى نقيضين هما الحق والباطل العدل والظلم النور والظلام وعليه فان الدعوة الإسلامية لا تكون إلا بما عينه الشرع من عقيدة وطريقة لمعالجة الواقع لان الإسلام يعتبر الواقع موضع التفكر وليس مصدرا له باعتباره مصدر الهي يجب تطبيقه وحمل المسلمين على الالتزام به إذ يتعاون الفرد باعتباره جزئا من الجماعة عن طريق الدعوة لإيجاد الدولة باعتبارها حاملة وداعية للفكر في الخارج وحامية ومطبقة له كقانون ملزم لإدارة المجتمع في الداخل وهذه المسألة لا تكون واقعا محسوسا ما لم نعمل على تصحيح السلوك وتقويمه عن طريق إعادة الحقائق الشرعية إلى الأذهان أي تربية الأفراد وتصفية الاعتقادات والأحكام كي تكون مؤثرة في السلوك وماثلة أمام الإنسان ولهذا قال تعالى (إِنَّ اللَّهَ لَا يُغَيِّرُ مَا بِقَوْمٍ حَتَّى يُغَيِّرُوا مَا بِأَنْفُسِهِمْ) فدليل التغيير النفسي عند المسلم هو تغيير سلوكه في المجتمع وهذا التغيير يسير وفق عقيدة وطريقة يؤثران في الواقع ولا يتأثران به فالتحزب من هذا الباب قيد بوصفين مختلفين وصف يجب على المسلم العمل به للم شتات الأمة وجعلها امة تحمل مفاهيم وأنظمة إسلامية ووصف يجب على المسلم تجنبه بل والعمل ضده وهذا الوصف يتعلق بالظلم والطغيان والحيدة عن الحق .
