قد صحب التطور الذي حدث لمفهوم الإدارة المالية بوجه عام، تطور في مفهوم التمويل، فقد كانت وظيفة التمويل تُعنى أساساً بعملية التأكد من الإدارة السليمة للخصوم في المنشأة، وبصفة خاصة إدارة الخصوم المتداولة، ولكن الاهتمام قد امتد بعد ذلك لإدارة الأموال إلى جانب إدارة الخصوم، أي الاهتمام بكيفية استثمار الأموال المتاحة، ولهذا نجد أن الوظيفة المالية أصبحت تتعامل مع الميزانية العمومية للمنشأة بصورتها الكاملة. إن الاستثمار والتمويل هما وجهان لعملة واحدة، ومن هنا تأتي أهمية تحديد الهيكل التمويلي المناسب، أوما يطلق عليه الأمثل، والذي سيتواءم مع الاستخدامات التي سيتم تحويلها، كما أن هناك بدائل متعددة للاستثمار فهناك أيضاً عدة بدائل للتمويل، وهنا تصبح مهمة المدير المالي دراسة كافة البدائل المتاحة للتمويل؛ لاختيار أنسبها لتلك الاستثمارات من قبل إدارة المنشأة. لقد حدث تحولٌ في بيئة المؤسسات بصفة عامة، والمؤسسات المالية بصفة خاصة في عصرنا الحالي، من حيث ظهور وانبثاق الاقتصاد العالمي الجديد، كالتغير في الاقتصاديات والشكل العام للمؤسسات. لقد اتجهت أغلب الدول نحو اقتصاديات السوق، وذلك من خلال العديد من الأدوات والوسائل التي تكفل توفير الأموال اللازمة للتنمية الاقتصادية، كما قاموا بتنشيط سوق المال، وتنمية الأدوات المالية، واستحداث أساليب وأدوات جديدة كصناديق الاستثمار. كما يلعب سوق المال بما يتضمنه من سوق للنقد، وسوق لرأس المال المتضمن لأسواق الأوراق المالية، وما يحتويه هذا السوق من مؤسسات وساطة مالية، ومؤسسات مالية أخرى- يلعب دوراً مهماً في توفير الأموال اللازمة للتنمية الاقتصادية. وكلنا يعلم أن العالم اليوم يعيش واقعاً جديداً بفكر جديد، حيث شهدت بيئة الأعمال الدولية متغيرات متلاحقة، وعايشت تحولات جذرية، فلقد انهار النظام الثنائي الدولي وبدأت في الظهور مفاهيم جديدة لم تكن معهودة من قبل, فسمعنا عن العولمة وثورة المعلومات والاهتمام باستخدام التكنولوجيا عالية المستوى، وانتشار شبكات الإنترنت.
