وتشكل المناهج أربعة عناصر أساسية، هي: المحتوى، والأهداف التعليمية، وطرق التدريس، ووسائله، وهذه العناصر ينبغي أن يكون متناسقة ومتكاملة لكي تحقق المناهج غاياتها وأهدافها، وتحقيق سياسة التعليم على نحو متكامل وفعال، وإستيعاب متغيرات العصر مع الحفاظ على القيم والمثل والتراث والتقاليد.
