لا نبالغ إذا ما قلنا أن علم المالية العامة هو المرأة العاكسة لحالة الدولة الإقتصادية والسياسية، فهو يلعب بالنسبة للدولة الدور الذي يلعبه الجهاز العصبي بالنسبة لجسم الإنسان، بالإضافة لكونه أكثر العلوم الإنسانية التصاقاً بحياة البشر، ومن هنا أصبح الفرد يشرد أن الدولة هي الأم وينتظر منها رعاية بلا حدود، ومن منطلق هذه الأهمية لعلم المالية العامة وجب أن يكون هذا العلم أداة لنشر العدل والرفاهية الإقتصادية، ومما لا مراء فيه أن علم المالية العامة أصبح من الأهمية بمكان أن نتجول في رحابه وأن نوضح الأسس النظرية له وكيفية تطبيقها، وأن نلم بمعرفة أضلاعه الثلاثة النفقات العامة والإيرادات العامة والميزانية العامة وآثارهما الإقتصادية، وغيرهم من أصول هذا العلم، وهو ما سنوضحه بمشيئة الله تعالى في هذا المؤلف. وقد جرى تقسيمه إلى فصل تمهيدي وثلاثة أقسام كالتالي:- فصل تمهيدي: طبيعة المالية العامة، القسم الأول: النفقات العامة وبه الأبواب " الباب الأول: ماهية النفقات العامة وضوابطها، الباب الثاني: ظاهرة تزايد النفقات العامة والتقسيمات العلمية، الباب الثالث: الأثار المباشرة للنفقات العامة"، القسم الثاني: الإيرادات العامة، وبه "الباب الأول: النظرية العامة للضريبة، الباب الثاني: الرسوم، الباب الثالث: القروض العامة، الباب الرابع: الإصدار النقدي الجديد، الباب الخامس: إيرادات الدولة الأخرى"، القسم الثالث: الموازنة العامة وفيه "الباب الأول: ماهية الموازنة العامة وأنواعها، الباب الثاني: المبادئ التي تحكم الموازنة العامة ومراحلها".
