يؤرّخ المحور الأول من هذا الجزء لتطوّر الحركة التعليمية والثقافية في المملكة العربية السعودية بين عامي 1373 و1383هـ. ويشمل ذلك تعليم البنين والبنات، والتعليم الأهلي، والتعليم الجامعي والبعثات الخارجية. كما يشمل التعليم الخاص، كتعليم الأيتام ومعاهد التربية الخاصة، ومحو الأمية وتعليم الكبار، وتطوّر المناهج والكتب الدراسية، والنشاط الطلابي في المجالات الرياضية والكشفية والاجتماعية، وتطور المكتبات العامة والمدرسية وطباعة الكتب العلمية. ويرصد المحور الثاني الإنجازات التي شهدها عهد الملك سعود في مجال الإعلام والصحافة والنشر والإذاعة، والخطوات الأولى في طريق إنشاء التلفزيون السعودي. ويتناول المحور الثالث تطور الخدمات الصحية في تلك الفترة، بجوانبها العلاجية والوقائية، والجهود التي بذلت لرفع المستوى الصحي في مختلف أرجاء المملكة، وتهيئة سبل الصحة والعلاج لمئات الآلاف من الوافدين إلى المملكة كل عام لأداء فريضة الحج. ويتطرق المحور الرابع والأخير إلى الملامح التطور الاجتماعي في عهد الملك سعود، والعوامل البارزة التي أسهمت في ذلك التطور، وعلى رأسها مشروع توطين البدو، واكتشاف النفط، ومشاريع الرعاية الاجتماعية. كما يتناول ملامح تطور الحركة الرياضية في المملكة خلال تلك الفترة، ويرصد بإيجاز ظواهر كان لها أثر عميق في تطور المجتمع السعودي، مثل تعليم المرأة، والتطور العمراني، والقضاء.
