يستعرض هذا الكتاب عدداً من التجارب الوطنية و الدولية التى استهدفت تعزيز قدرات الجامعة لكي تنهض بهذا الدور, وهو ما طرح بعض التساؤلات حول احتياجات المجتمع المصرى من الجامعة والدور المتوقع منها وطبيعة علاقتها بباقي مؤسسات المجتمع, وكلها أمور ترتبط بضرورة وضوح الرؤية فى رسالة الجامعة ووظيفتها فى المجتمع. ويناقش هذا الكتاب حجم الاستقلالية المتاحة للجامعة وآليات صناعة القرار بداخلها ومفهوم استقلال الجامعات, وهل يقصد به استقلالية الفكر وحرية الرأى والتعبير, ام استقلالية القرار المتعلق بالبحث العلمي, أم استقلالية الإدارة والتمويل, أم كل هذه الأمور بالأضافة إلى ضرورة الأخذ بمبادىء توافر الشفافية وإعمال مبادىء المسئولية و المحاسبة والتى يجب الأخذ بها, وما يرتبط بذلك أساسا بموضوع آليات تقييم أداء العمل الجامعي التى تطبق فى الجامعات المصرية منذ عقود عديدة, وهو الذى يطرح سؤالاً آخراً؛ هو لماذا لم تتعرض الجامعات المصرية إلى تغيير أنظمتها وتطويرها حتى تتناسب مع بنية المجتمع واحتياجاته النتغيرة؟ وما هي طبيعة المشكلات الحقيقية التىيواجهها التعليم الجامعي فى مصر؟ وهل يمكن فصل تطوير شاملة للمنظومة التعليمية؟ ما هو وضع المنظومة التعليمية المصرية وسط المنظومة العالمية من حيث الجودة فى مستوى التعليم والأبحاث و والتطبيقات العلمية وقدرتها على المنافسة؟ وكيف يمكن مواجهة الطلب المتزايد على التعليم العالي مع عدم الإخلال بجودة التعليم الجامعي؟ ثم كيف يمكن التحديث إلا بمواجهة الموروث الثقافي من الممارسات والعادات والسلوكيات التى تحكم العمل فى منظومة التعليم العالي الحالية؟ ويناقش الكتاب أيضاً الشكل القانونى للجامعة أو نوع الملكية (خاصة اهلية حكومية) وعلاقتها بمستوى أداء وجودة ما تقدمه من خدمة تعليمية, وهل يمكن تطبيق معايير الحوكمة على هذه الأشكال المختلفة؟ ويعتبر هذا الكتاب رؤى متنوعة حول دور ومحددات أداء التعليم الجامعي فى المجتمع, وذلك استناداً إلى الخبرات العالمية التى تم عرضها فى مناقشات المؤتمر.
