أما آن لنا أن نسلم بأن مشكلتنا في عالمنا العربي ودول العالم الثالث هى مشكلة إدارة قد تكون مشكلة اقتصادية وقد يكون هناك قصور في الموارد وقد تكون هناك مشكلة سكانية، نولكن لو كانت عندنا إدارة فاعلة لامكننا التغلب على ما قد يواجهنا من مشكلات. ثم أما آن لنا أن نسلم بأن مشكلة التعليم الأولى في الدول النامية أيضا، هى مشكلة إدارته كنظومة إدارة علمية. إننا عندما نقول إدارة للتعليم. فإننا نعني سياسات التعليم ، رسما وتبنيا وتنفيذا وتقويما ونعني وضع استراتيجيات ورسم خطط علمية قابلة للتنفيذ. تنفيذ هذه السياسات وتقويمها لكن ذلك كله لا يتحقق بدون إدارة تعليمية فعالة. ومنم ناحية اخرى فاننا عندما نقول إدارة تعليمية، فإننا نسرع لنقول قيادات إدارية ، يشترط فيها الخبرة في التعليم والاعداد المسبق والكفاءة بدون ذلك لا قيادة ولا إدارة ولا نجاحا لتعليم. إن إحدى مشكلات الإدارة التعليمية ، تتمثل في إن قياداتها تكون غالبا من غير المتخصصين فيها. وقد صار ذلك قاعدة لا استثناء إذا قلما نجد أحد المتخصصين في التربية والتعليم يولي أمةر التعليم بل العكس هو السائد. وهذا الكتاب هو محاولة من صباحة لمناقشة مشاكلنا التعليمية وطرح حلول لها علها تكون تجربة يكللها النجاح.
