لا بد من أن يكون الشغل الشاغل للأنظمة العربية هو "امتلاك الرادع المصدق" الذي يمنع العدوان، والذي يصحح في الوقت نفسه النتائج الخاطئة، التي ترتبت عن استخدام إسرائيل لقوتها، وفرض أمر واقع غير مقبول، ومن دون هذا الإجراء فسوف تظل إسرائيل سادرة في عدوانها.
وإلى جانب ذلك، فعلى الأنظمة العربية تصحيح "توازن القوى المختل"، الذي يسود المنطقة والذي لا يمكن أن يتحقق إلا في إطار "توازن القوى" و"توازن المصالح"، ولا يمكن أن يتم "توازن المصالح" إلا إذا تم "توازن القوى" وليس العكس. لأن القوة هي العامل الحاسم أولاً وآخراً. ومفتاح الموقف كله في معركة "الردع" يتركز في "الرادع التقليدي" وتوفره من ناحيتيه المادية والمعنوية.
يأتي الكتاب في هذا الإطار ليطرح المؤلف من خلاله موضوعاً صعباً متشابك ودقيق، يتعلق بلبّ الصراع "العربي-الإسرائيلي" الذي هو صراع ممتد لأنه لم يفرغ بعد من الأسباب الرئيسية التي دعت إليه. والموضوع المطروح يتعلق "بالردع" ولا يتعلق "بالقتال". و"الردع" هو فن استخدام وسائل الحرب أو القتال للحصول على الغرض، دون إعلانها أو دون ممارستها. لأنه مهما قيل عن "القوة العسكرية" التي يراها البعض تتراوح بين "القوة التقليدية" و"القدرة النووية" فإن الإرادة التي لا تعرف التردد لممارسة الرد، هي الأمر الحاسم لمواجهة هذه القوة العدوانية على أساس بعض المبادئ التي أفاض المؤلف في التعرّض لها في هذا البحث من خلال المحور الأساسي "الرادع التقليدي والرادع النووي".
