من هنا، يأتي هذا الكتاب بهدف تثقيف القراء حول طرق وأساليب إدارة الدولة وتيسيير شئونها، وتزويدهم بمعلومات موثوقة حول حقيقة العمل الحكومي والظروف والمشكلات والبدائل والآليات المختلفة التي تستطيع الحكومات من خلالها أداء عملها وتدبير شئون الدولة.
وقد راعى المؤلف في تقسيمه أجزاء الكتاب أن يوائم بين متطلبات التسلسل العلمي للموضوعات المطروحة وأن يتدرج بالقارئ الفاضل، بدءاً بالمعلومات الأولية وانتقالاً إلى الموضوعات الأكثر تعمقاً وتخصصاً في السياسات العامة، وفي نهاية كل فصل هناك ملخص لأهم الأفكار التي تمت مناقشتها، إضافة إلى حالات تطبيقية من واقع السياسات العامة في دول ثلاث، هي الإمارات العربية المتحدة، والمملكة الأردنية الهاشمية، والولايات المتحدة الأمريكية.
ويتكون الكتاب من ثلاثة أبواب هي: "الباب الأول أساسيات السياسة الحكومية، الفصل الأول الإطار المفاهيمي للسياسات العامة، الفصل الثاني نظام السياسات العامة، الباب الثاني مراحل السياسة العامة، الفصل الثالث تحديد جدول عمل الحكومة، الفصل الرابع عمليات صياغة السياسة العامة، الفصل الخامس تنفيذ السياسة العامة والأجهزة التنفيذية في الدولة، الفصل السادس تقييم السياسات العامة، الباب الثالث فهم السياسات الحكومية، الفصل السابع نجاح أو فشل السياسة العامة، الفصل الثامن تحليل السياسات العامة ومناهجه، الفصل التاسع المنهج التطبيقي باستعمال النماذج الجاهزة".
