ولد محمد أنيس يوم 21 أغسطس سنة 1921 وأكمل دراسته الابتدائية والمتوسطة والإعدادية ،ثم دخل قسم التاريخ بكلية الآداب جامعة عين شمس، وتخرج حاملاً ليسانس تاريخ بدرجة الشرف ثم أرسل إلى جامعة لندن وحصل على الدكتوراه سنة 1950
عمل أستاذا للتاريخ بالجامعة و انتدب للتدريس في جامعة بغداد عام 1974
وتوفي في سنة 1986 .

مهما يقال عن ضعف الدولة العثمانية وعدم إيجابيتها في الدفع بالمجتمعات العربية في طريق التقدم, فالأمر الذي لا يمكن تجاهله أن الحكم العثماني قد ترك بصماته الواضحة في مجتمعات الشرق العربي.
ولقد استطاع الحكم العثماني أن يحفظ لهذه المجتمعات مقوماتها الرئيسية, وأن يدافع عنها ضد الاستعمار الغربي لفترة طويلة من الزمن, ولكنه من ناحية أخرى بسبب سلبيته وعدم فاعليته, قد دفع بمجتمعات الشرق الأدنى إلى مزيد من الضعف وعدم القدرة على مواجهة القوى الغربية عندما خارت قوى العثمانيين فلم يعد في إمكانها الوقوف أمام الدول الأوربية.
وهذا الكتاب يعالج موضوع التأثير العثماني في مجتمعات الشرق الأدنى, ذلك التأثير يبدأ بظهور الأتراك العثمانيين في المنطقة ثم توسعهم فيها وحكمهم لها حتى سقوط الدولة العثمانية وثورة شعوب المنطقة عليها في الحرب العالمية الأولى.
