شاعر لبناني من مواليد بيروت 1935، يعتبر أحد أبرز أركان مجلة "شعر" التي جمعت أدونيس ومحمد الماغوط و يوسف الخال وأنسي الحاج.
تخرّج من معهد الحكمة في بيروت، وأسس أول صفحة ثقافية يومية في الصحافة اللبنانية.
أصدر مجموعات شعرية عديدة، منها: "أكياس الفقراء"، "خطوات الملك"، "سنجاب يقع من البرج"، "ماء إلى حصان العائلة" (نال عنه جائزة مجلة "شعر" عام 1962)، "حيرتي جالسة تفاحة على الطاولة"...
كتب عنه العديد من النقاد والشعراء البارزين.
له زاوية دائمة يكتبها في جريدة "الغاوون" منذ العام 2008 وحتى اليوم.

شاعر من مزاج خاص، شوقي أبي شقرا. عرّاف، شفاف، طويل، كأنه ساحر فرعوني. عصاه اللغة يلقيها فإذا هي جدول ونافورة وعصافير كثيرة، وإذ بكتابه هذا، قارورة معتقة من الوجد والتجلي والخدر اللذيذ الناعم. "أحدنا إلى مصارح النور والعناقيد ملوحة يعانقها الدبور والعاشق إلى جلباب الظلمة والمقدس إلى جماعة النساك وننزل على الماء اللزج على وجه النار، نحن الخبز على نصل الحراب، نحن الضالون والجائع إلى بيت خالته يأكل الكرش والعجل المسمن والشاعر إلى بطن السنديانة لأن عمه بلوطة يسقط وحده من السماء ويصنع القضيب للمعلم وإلى الموزة النرج الطروب والحب من يديها سأقف وأنتظر شفتيها وأن يكون الموعد في الدست".
