هذا الكتاب هو جمع لمحاضرات القيتها علي طلبة كلية الحقوق في جامعة الكويت في جانب من موضوعات القانون الإداري التي تقررت عليهم وعندما أقدمت علي تجميعها لم أشاْ إخراجها علي النحو الذي ألقيت فيه كمحاضرات إنما أردت له أن يكون كتابا يذيل بأحدث ما توصلت إليه محدثات الفكر في القانون الإداري من مراجع فقهية وأحكام قضائية ومما حفزني علي ذلك أن المشرع الكويتي أقدم في خطوة مهمة علي تشريع قانون إنشاء الدائرة الإدارية في المحكمة الكلية ليجعل الاختصاص لها في نظر المنازعات الادارية و لتطبق هي قواعد القانون الإداري . وذلك امر يدعو بشكل من الأشكال إلي المساهمة في إبراز أسس وموضوعات هذا القانون لا سيما وأن خصائص هذا القانون الأخري تبدو في كونه قانونا حديث النشأة إذا ما قورن بقواعد القوانين الأخري كالقانون المدني و القانون التجاري والقانون الجزائي و هو أيضاً قانون قضائي النشأة تعتبر الغالبية العظمي من احامه مستقاه مما استقر عليه قضاء مجلس الدولة في فرنسا و مصر وهو قانون مرن متطور وغير مقنن بل يستعصس علي تقنين أحكامه لتعليق هذه الأحكام بنشاط السلطة الإدارية التي يجب عليها أن تساير متغيرات الحياة التي تكاد تكون ذات طابع يومي. فلعل هذا الجهد المتواضع وقد حاولنا فيه أن تقصي أحكام القضاء الكويتي وفقهه يساهم في إيراز معالم القانون الإداري الكويتي.
