هذا الكتاب خلاصة درس وتدريس القانون الدولي العام ما يزيد على ربع قرن من الزمان، ظهر في طبعته الأولى موجهة لطلبة الحقوق وحدهم، ثم بدا للمؤلف إزاء ما رآه من اهتمام الرأي العام حتى يكون في متناول كل راغب في الإطلاع على الأصول التي تحكم هذه المسائل، فأدخل عليه من التعديلات في الشكل وفي الجوهر ما يجعله ملائماً للطالب ولغير الطالب على السواء: فيجد فيه الأول حاجته كاملة، ويجد فيه الثاني مرجعاً سريعاً يستعين به على تعرف القواعد القانونية الواجبة التطبيق في مختلف الشؤون الدولية وعلى تكوين الرأي في ماهية التصرفات التي تصدر عن الدول في علاقاتها وتبين مدى مطابقة هذه التصرفات للقانون أو مخالفتها له.
وفي الطبعة الثالثة توخى بقدر المستطاع أن يضم الكتاب كل موضوعات القانون الدولي العام الرئيسية، وعنى بصفة خاصة بإبراز التطورات والاتجاهات الجديدة التي صادفها هذا القانون حتى ذلك الحين.
ولما كانت الأوضاع في المجتمع الدولي في تحرك مستمر، ولما كان لهذا التحرك والتطور صداه الحتمي في محيط القواعد القانونية التي تحكم علاقات أعضاء هذا المجامع، كان بديهياً كلما أعاد طبع كتابه أن يعيد النظر في الكثير من موضوعاته على ضوء ما استجد من أحداث مادية واتجاهات فكرية حتى لا يخلو ما أمكن من كل ما استحدث في المجال الدولي لحين مثول الكتاب للطبع.
وها هي الطبعة الثانية عشر من الكتاب، توخى فيها بقدر المستطاع أن تتضمن كل جديد في موضوعات بحثه، دون أن يحيد عن عادته في الطبعات السابقة، فراعى كذلك في هذه الطبعة الإيجاز في الشرح والوضوح في المرض، وقصد ألا يقف كثيراً عند التفصيلات الثانوية أو المجادلات الفقهية حتى يجنب القارئ تشتت الفكر وطغيان المسائل الفرعية على المبادئ الأساسية. إنما هيئ لمن يريد الاستزادة من هذه التفصيلات سبيل الرجوع إليها في المصادر التي احتوتها بالإشارة إليها في الهامش كلما كان هناك مقتضى لذلك.
