تخرج من جامعة الإمارات العربية المتحدة تخصص نظم المعلومات الإدارية، والده هو الدكتور سعيد عبد الله حارب.
وقع على ياسر سعيد حارب الاختيار ليكون منسقاً للمنتدى الاستراتيجي العربي، واختير ليكون نائب المدير التنفيذي بمؤسسة محمد بن راشد آل مكتوم لقطاع الثقافة، حيث سيشارك في تطوير استراتيجية المؤسسة في المحور الثقافي الذي يمثل واحداً من ثلاثة محاور عمل رئيسية للمؤسسة إلى جانب محوري المعرفة والتعليم، وريادة الأعمال.
تخرج ياسر من برنامج محمد بن راشد آل مكتوم لإعداد القادة، وقد تدرب في جامعة انسياد في فرنسا.
عمل ياسر في العديد من المناصب الحكومية في حكومة دبي، كحكومة دبي الإلكترونية، ثم المكتب التنفيذي لحاكم دبي ثم المجلس التنفيذي لإمارة دبي، حيث كانت مهام منصبه متابعة المشاريع الحكومية في الإماراة، وتقديم الدعم الاستراتيجي للأمانة العامة للمجلس التنفيذي.
لديه مؤلف بعنوان "نحو فكر جديد" يتحدث فيه عن التنمية الإنسانية في العالم العربي، وكيف يمكن الاستفادة من التجارب العالمية في مختلف القطاعات التنموية.
